Letter Of No Objection (LONO)

The Drug Precursors Unit grants two types of LONOs for licensed/registered companies

 - Letter Of No Objection for the importation or exportation of a given product (scheduled substance or not)

This is a declaration whereby we specify that the product in question is not subject to an import or export authorisation in accordance with the provisions of Council Regulation (EC) No 111/2005 laying down rules for the monitoring of trade between the Community and third countries in drug precursors.

The validity period of a LONO for import or export of a specific product is variable but never longer than 1 year.

- Letter Of No Objection for the exportation of mixtures containing scheduled substances (cat.2 or cat.3)

This is a declaration whereby we specify that the mixture containing scheduled substances cat.2 or cat.3 is not subject to an export authorisation in accordance with the provisions of Council Regulation (EC) No 111/2005 laying down rules for the monitoring of trade between the Community and third countries in drug precursors.

The regulations on precursors do not currently specify any threshold for scheduled substances in mixtures. The decision to grant an LONO is taken on a case-by-case basis following examination of the composition of the mixture, the packaging, the price, the intended purpose and if the scheduled substance can be easily extracted.

The validity period of a LONO for exportation of a mixture is maximum 3 years.


Payment
The fee for any LONO granted is € 88,58 and this will be indexed each year.
Please note that this amount should not be paid up-front but will be invoiced once the LONO has been issued.

Both types of LONO can be requested by sending an e-mail to drugprecursor@fagg-afmps.be mentioning:

  • the type of LONO requested and if applicable:
    • the substance and the quantity;
    • the number of the licence or registration.
